SUBJECT: Nominations to Agency Institutional Review
Board for the Protection of Human Subjects
1. After reviewing the nominations for membership on the
Agency Institutional Review Board for the Protection of Human
Subjects, we recommend the following be selected for the Board:

2. We also propose that Ms. Barbara F. Mishkin from the
Washington, D.C., law firm of Hogan and Hartson be the
non-Agency member of the Board. Ms. Mishkin has previously
served on the HEW Commission for Protection of Human Subjects
and the President's Commission for the Study of Ethical Problems
in Medicine and Behavioral Research. Ms. Mishkin has a
clearance.
3. With your approval of the foregoing individuals, the
Board will have been established in compliance with the
guidelines as to members (five members) and diversity of
background.
