Eckman Director of Research and Development SUBJECT: Rosslyn Parking Spaces 1. The Office of Research and Development requests your approval to lease up to 50 commercial parking spaces in the Rosslyn area for use by ORD Staff employees. 2. ORD's operations, recruitment efforts, and retention of employees are severely hampered by the lack of sufficient parking spaces for our employees. We suffer a chronic shortage of secretaries, because most secretaries are unwilling and unable to bear the financial burden of paying for commercial parking space. Many ORD employees -- technical officers, secretaries and support personnel -- who park on the street must return to their cars every hour or two to feed parking meters. All our technical officers perform their work on behalf of other components in the Agency and other Intelligence Community agencies. This requires them to make many trips to and from Ames Building every week to visit both customer offices and contractors. A considerable amount of U.S. Government time is wasted while they search for parking space and walk long distances to and from their offices/cars. ORD must recruit its technical officers from a small pool of highly skilled individuals for whom the competition is fierce. Besides offering these people lower salaries than private industry, we make government employment even less attractive by advising them that we will be unable to provide them a parking space. This is one of the reasons that ORD remains under strength and is thus prevented from fully carrying out our mission of technology development on behalf of the Agency and the Intelligence Community. While ORD is included in the plan to move the Directorate of Science and Technology to Reston, we will not move until a new building is completed. It is my understanding that this will not occur until at least mid-1988. Thus, we are unable to offer current or prospective employees any relief from a problem that affects both daily operations and personnel morale. 4. ORD is prepared to fund the cost for the additional spaces, up to $25,000 during a fiscal year. FY-87 funds are available for this purpose. ORD would administer this service. STAT Philip K.
