SUBJECT: Agency Responsibility for C3 Review Council
Activities
1. For the past three years the Director of Development and Engineering
(CD&E/DS&T) has served as the Agency's representative to the C3 Review
Council. This council, under Donald C. Latham, the Assistant Secretary of
Defense (C31), has principally concerned itself with major requirements and
policy matters pertaining to the evolving M IMTCOM architecture and, in
particular, the MILSTAR System development.
2. The rationale for CD&E's direct involvement in this process was
originally predicated upon
To a large extent, these issues have been satisfactorily resolved. At
this juncture, it appears that present and future deliberations of the
council--as they may pertain to the CIA-are primarily in those technical and
programmatic areas which we have allocated to the Director of Communications
(D/OC). Therefore, I believe it would be most appropriate and effective to
reassign the continuing responsibility for Agency representation on the C3
Review Council to the D/OC at the earliest possible time.
3. This matter has been discussed between the Directors of OD&E and OC,
and they support the proposed change. With your concurrence, I will advise
Mr. Latham of our intent and ensure a timely and smooth transition.
