We share your concerns and have taken the opportunity presented by the construction of the New Headquarters Building to improve the security of our telephone systems throughout the Headquarters compound, including both data and voice communications. In 1961, when our telephone systems were originally installed, we could not have anticipated the changes in technology and the increased security threats with which we would be wrestling in the 1980s. Until recently, the nonsecure telephone system was leased from and maintained by AT&T. All AT&T personnel working on our system, however, were required to have CIA security clearances. The secure telephone system has always been a separate system, owned and maintainer by CIA staff personnel. As part of the New Headquarters Building program, we installed a new nonsecure telephone system which the Agency owns and maintains. We have also enh-the service available in the Agency-controlled secure telephone system. We now have complete control over both the secure and nonsecure telephone systems throughout the Headquarters compound. I am confident that these and other steps we have taken will greatly improve the security of our telephone systems. Sincerely, J. Ca William J. The Committee is concerned, however, that much of this reprograming need results from an obvious inability of past program management to correctly identify both personnel and equipment requirements for the old and new headquarters buildings. Indeed, such requirements should have been well documented over the past several years based on the Agency's planning for the new building and on the budgeted manpower growth sub- mitted annually to the Congress. Moreover, the requirement to cover additional costs of escort personnel raises concern as to current program management. The issue of security greatly concerns the Committee. Specifically, the leased lines were not controlled by the Agency. Contractors were permitted to freely add to the existing telephone grid. The Committee seeks the Agency's assessment of the security implications on these decisions. The committee is convinced of the urgency of the reprograming request and will not object at this time. It does, however, request by 1 August a response to the question of security. The Committee will more thoroughly review the Agency's telecommunications proposal during consideration of its FY 1987 budget request.
