SUBJECT: 14 August Br akfast and Briefing for Members
of the Senate Appropriations Defense
Subcommittee
The attached two notes are largely self-explanatory.
Senator Stevens plans to bring his Subcommittee out to the
Agency for breakfast on 14 August and asks that we brief on the
impact of budget cuts; current Soviet missile deployments and
arms control compliance; terrorism issues; recent developments
in narcotics intelligence; and
The selection of briefers has been worked out with
addressees. Since the bulk of the time is to be kept open for
questions, it is crucial that briefers not exceed the five
minutes allotted to each subject. Please emphasize this point
when instructing your officers,'since those exceeding five
minutes will not only penalize other briefers, but risk spoiling
the entire presentation.
During the question period, the Deputy Directors will
presumably handle most of the questions.

intelligence, description of cuts made by SSCI, need for
Appropriations Committee support. (5 minutes)

SUBJECT: Conversation with.Susan Shekmar 21 July 1986
Susan called to confirm Senator Stevens' interest in a
breakfast at Headquarters for Members of the Defense
Subcommittee. She suggests the week of 11 August. Following a
format used successfully in 1981, Susan suggests that NIOs or
Office Directors be on hand to discuss terrorism, narcotics,
Soviet strategic programs, and the Middle East. Each of the
above should speak to their subject for no more than five
minutes, after which the floor should be opened for questions.
She suggests that the DDO and DDI also be available to answer
questions. Susan envisions the session lasting from about
8:00 a.m. until about 9:30 a.m.
Apparently a session was held in 1985 which did not o over
too well. The reason was that we used the t me to explain CIA's
mission and funding requirements, whereas Members wanted to ask
questions. Accordingly, we should not give an overview of the
Agency, but use the brief presentations and the question period
to explain some of the programs that are working well and that
are providing vital intelligence to the U.S. Government.
With at least twelve Agency officers likely to be present
(DCI, DDCI, EXDIR, DDI, DDO, DDS&T, Comptroller, NIO for
Terrorism, NIO for Narcotics, Director/NESA, NIO for Strategic
Programs, and myself) and hopefully a handful of Members, it may
be nec&ssary to move the briefing into the Executive Dining Room.
