1. The DCI has requested a fast-track update of SNIE 83.3-4-85
NICARAGUA: PROSPECTS FOR THE INSURGENCY. The Memorandum to Holders will
address the specific question of the impact of lethal aid to the
anti-Sandinista insurgents. The principal drafter is Robert D. Vickers,
NIO/LA, with assistance from DDI/ALA.
2. We intend to present this estimate at the NFIB meeting on
6 March 1986. We plan to circulate a draft on 25 February. Please
appoint a representative to coordinate the paper on Thursday, 27 February
at 1300 hours at CIA Headquarters (room number to be announced). The
names and clearances of your representative should be passed to
by cob, Wednesday, 26 February.
