We have reviewed the research proposal

recently. We recommend the Agency not fund
this proposal now. We recommend this not
because the proposal lacks merit; indeed,
our Office of Strategic Research is ini-
tiating an internal research project very
similar Rather, our STAT
funds for external analysis are at a pre-
mium and since we will be doing in-house
most of what is proposed, we believe our
external contract funds will be better
applied elsewhere.
