SUBJECT: NIC Support to General Gorman
Bob,
You have seen Paul Gorman's note to you about his involvement in a
working group on Integrated Long-Term Strategy. Gorman is particularly
interested in key challenges to US interests from the Third World over the
next two decades. This obviously includes but is by no means restricted to
an interest in LIC. Gorman had suggested that we help him prepare a few
thoughts on these matters, with Gen. Nichols orchestrating the effort.
On reflection, Graham and I felt that this project was of broader
interest to the NIC beyond its benefits to Gorman directly and beyond GPF's
focus on military matters. For example, we are preparing a NIE in the
Spring on ten potential challenges to the international order which, while
not likely, are plausible, and would have major implications. Gorman's
interest in long-term global thinking directly relates to that and other
Estimates we have on the docket, many involving the AG. We, therefore,
would like to involve ourselves a little more broadly and deeply in
preparing some thoughts for Gorman's use, to include particularly involving
the AG.
Consequently, Graham) (will be chairing a brainstorming
session with most NIOs next week to come up with some thoughts on this
matter. We will send the results to you and the DCI as well as provide them
to Gorman. Steve Nichols will be an active participant in this group and
will -- as requested by Gorman -- attend meetings outside the building on
this issue, along with Kate if that can be arranged.
