Vickers, Jr., National Intelligence Officer for Latin America, to assume the responsi- bilities previously held by Harold P. Ford (reappointed a Vice Chairman of the National Intelligence Council) in representing the Director of Central Intelligence in matters concerning ::::]and Julian C.
