SUBJECT: Intelligence Community Efforts in International
Broadcasting: NIOs Robert D. Vickers, Jr., and
Julian C. Nall to Succeed Harold P. Ford
1. Effective 6 January 1986, I hereby appoint Robert D. Vickers, Jr.,
National Intelligence Officer for Latin America, to assume the responsi-
bilities previously held by Harold P. Ford (reappointed a Vice Chairman of
the National Intelligence Council) in representing the Director of Central
Intelligence in matters concerning ::::]and Julian C. Nall,
National Intelligence Officer for Science and Technology, to assume the
responsibilities previously held by Dr. Ford in representing the Director'
of Central Intelligence in other matters concerning the International
Broadcas Committee and its several subcommittees
Mr. Vickers will be supported by the Office-o-f-
n American Analysis, Directorate of Intelligence; Dr. Nall

by Office of Scientific and Weapons Research (DDI), and by
Office of Global Issues (DDI). Dr. Nall will serve as a focal
point for coordinating Intelligence Community support requirements
responsive to the needs of the International Broadcasting Committee and its
staff, Mr. Vickers the same for matters relating
