1. I think we should try to proceed with initiating some semi-formal
contact between ourselves and Policy Planning at State. As I mentioned
to you earlier, I think the NIC and S/P represents an ideal meeting place
between policy and intelligence--to flag the policymaking community at a
"soft" level rather than taking them on broad-side at the working bureau
level.
2. I would suggest that we start with one or two of the NIOs and ask
them to identify for us those areas in which they see the greatest
disconnect between intelligence and policy. We could then ask Dick
Solomon for a chance to meet with him and his regional specialists to
kick this around informally.
3. A key point would be to monitor the disconnect periodically to
see if it remains constant, whether it is getting worse, or improving.
We would not want to regularly bug State on this--that should be between
the NIOs and the regional Assistant Secretaries--but to maintain an
awareness at S/P of our concern over ongoing disconnects.
