NOTE TO: DDCI
FROM: C/NIC
SUBJECT: NIC Support to General Gorman
Bob,
You have seen Paul Gorman's note to you about his involvement in a
working group on Integrated Long-Term Strategy. Gorman is particularly
interested in key challenges to US interests from the Third World over the
next two decades. This obviously includes but is by no means restricted to
an interest in LIC. Gorman had suggested that we help him prepare a few
thoughts on these matters, with Gen. Nichols orchestrating the effort.
On reflection, Graham and I felt that this project was of broader
interest to the NIC beyond its benefits to Gorman directly and beyond GPF's
focus on military matters. For example, we are preparing a NIE in the
Spring on ten potential challenges to the international order which, while
not likely, are plausible, and would have major implications. Gorman's
interest in long-term global thinking directly relates to that and other
Estimates we have on the docket, many involving the AG. We, therefore,
would like to involve ourselves a little more broadly and deeply in
preparing some thoughts for Gorman's use, to include particularly involving
the AG.
Consequently, Graham) I will be chairing a brainstorming
session with most NIOs next week to come up with some thoughts on this
matter. We will send the results to you and the DCI as well as provide them
to Gorman. Steve Nichols will be an active participant in this group and
will -- as requested by Gorman -- attend meetings outside the building on
this issue,

NIC NO. 05499

MEMORANDUM FOR: See Distribution
NIO/AL/AG
SUBJECT: Meeting on Strategy Paper for National Security
Council
1. Chairman of the NIC has agreed to support General Paul
Gorman of the Military Advisory Panel in his efforts to write a
strategy paper on what the world will be like in twenty years
from now for the National Securit Council. You have already
been contacted by the AG to pull together
published material which would support this project. As a second
phase, NIO/AL/AG and VC/NIC will be co-chairing a meeting in 7E62
on 15 December from 0900 until 1000 or 1100. Please attend or
send one of your assistants.
2. The purpose of this meeting is to brainstorm ideas for
the paper which then will be put into a memo from Gen Horton to
Gen Paul Gorman. Please be prepared to discuss what you think
will be the key challenges to US interests in the next 20 years
from "lesser adversaries" (Gorman's term) for your respective,
substantive areas. In essence, we are going to try to identify
key questions for General Gorman's paper. I realize this is a
broad, somewhat ambiguous task, but I believe we are well suited
to at least point General Gorman in the right direction. Thank
you for your cooperation.

Dear Bob,
I write to follow up on our conversation relating to my working group
for the Integrated Long-Term Strategy Project.
General Horton and I have just had a meeting with members of the NIC
in which I invited recommendations on analytical approaches to, and asked
for incisive papers focusing on issues likely to present problems for
national strategy and policy twenty years hence. Horton has asked Major
General Nichols to coordinate a response.
We do not need community-coordinated papers, although obviously I'd be
pleased to use same. We do need thoughtful, provocative projections to
serve as vehicles for describing shortfalls of concept, organization or
technology and proposing ameliorative action.
Bob, I would like to invite General Nichols to join my working group so
that he's advantaged by those meetings with my colleagues from other
agencies and industry in which we assay steering our overall effort.
