a. The Automated Data Processing and Engineering Branch,
Procurement Division, recently concluded negotiations with The

Stonehouse Group, Englewood, Colorado. This contractor is developing
an intelligence assessment information system for the Analytical
Sup ort Group, Directorate for Intelligence. A contract in the amount
of $1,165,000 is expected to be executed by 15 May,f4 s
b. On 14 April 1986, a tour was held of the Message Handling
Facilities at the Headquarters Communication Center for interested

Thereafter, technical clarifications will be solicited as
appropriate, as will be revised pricing proposals. P&SCB anticipates
presenting the acquisition case to the Agency Contract Review Board
prior to 1 June 1986.
e. On 16 April 1986, a meeting was held with Office of Technical
Service (OTS) representatives and contract negotiators of both
Production & Services Contracts Branch, Procurement Division; and
Contracts Branch, OTS, to discuss various production and delay
problems It was agreed that the
contractor should be informed of these concerns and the possibility of
not being chosen for any future Agency contracts and proposals if his
performance did not improve. Key to the discussions was the lack of
quality assurance and control on several ongoing contracts, with
special attention given to specific examples of poor workmanship on
concealment devices. The contractor has been apprised in writing of
these concerns, and has been advised that failure to correct the
problems identified may jeopardize future contracts.
