4. John Despres, the SSCI Staffer who is heading the team reviewing the
CIA personnel system, has advised us that his team is ready to begin gathering
data. They will be sending CIA, DIA and NSA an omnibus questionnaire to
develop comparative quantitative data. The SSCI team will also be meeting
with the various Deputy Directors to discuss personnel planning, training, and
recruiting and how senior management sees personnel policy evolving.

of Georgetown University led a discussion at the
Office of Training and Education's Seminar on the Soviet Economy. At the
final session of the Soviet Realities Institute's Seminar on Soviet Politics,
of Harvard University discussed the implication for U.S.
policymaking of intelligence analysis on the USSR.
8. The Office of Information Services reports that the backlog of initial
FOIA requests was reduced this week to 1275. This compares with a 2153 case
backlog one year ago and 3073 two years ago.
