Donnelly Deputy Director for Administration SU&IECT: Weekly Report for Period Ending 12 September 1986 1. On 8 September the CIA Polygraph School commenced its tenth class 25X1 wi students enrolled This is the school's larges class to date, and aggressive recruiting continues in preparation for a similar size class scheduled for Spring 1987. 5. The CIA hosted the first meeting of the Federal IDMS Advisory Group on 8 September. The group, organized at the initiative of the Director of the Office of Information Technology (OIT), brings together senior information management officials of Federal agencies using the Integrated Data Base Sanitized Copy Approved for Release 2011/06/10: CIA-RDP89-00063R000200210025-6 Sanitized Copy Approved for Release 2011/06/10: CIA-RDP89-00063R000200210025-6 Management System (IONS) developed by Cullinet Software, Inc. Many agencies, like the CIA, use IDMS for their corporate data bases. The group's objectives are to exchange ideas, develop common requirements, and ultimately influence the support provided the Federal community by Cullinet. 6. Representatives from OIT met with behaviorial scientists from the Federal Bureau of Investigation to provide guidance for data processing 25X1 activities 25X1 8. On 11 September the Office of Logistics (OL) will disseminate the booklet entitled "With the Fighting Sixty-Ninth: Donovan in World War I." The booklet is a pictorial commemoration of the ceremony and exhibit honoring William J. Donovan. The original request for 300 copies of this 23-page, six-color publication has been increased to 10,000 copies. 25X1 -14 11. The OP educational program on the new Federal retirement system is now underway. Presentations will be given in the Headquarters Auditorium for all employees on 18 and 23 Se tember 1986. Se ate briefings will also be given to employees at buildings, A videotape will be made available to employees who cannot attend th~iefings. 13. Agency employees who recently retired under the Civil Service Retirement System may have to wait up to an additional 30 days for their initial annuity payment. The Office of Personnel Management (OPM) has informed the Agency that because of the large number of retirements under the Civil Service System during the past few months, there is a backlog of retirement actions to process. As a result, it is taking OPM up to 60 calendar days rather than 30 days to process a case for payment. 14. Chief, Career Management Staff, DO, and the Counselor to the DCI addressed a Language Training Division (LTD) All-Hands meeting on 8 September 1986. They asked language instructors to use their network of contacts to help the Directorate of Operations identify prospective hires who are bilingual and bicultural. 15.I Rand Corporation led a discussion on the military sector at the 3 September session of the Office of Training and Education's ((YTE) Soviet Economy course. 16. The backlog of initial FOIA cases decreased again this week and stands at 1,249. This compares with a backlog of 2,066 one year ago. The Information and Privacy Division (IPD) has received 2,095 new requests so far in 1986, projecting an overall 12 percent increase. William F.
