The New Building Project Office (NBPO), OL, has received inputs from those components having a role in the New Building Support Budget regarding potential savings in t+tet- FY-88 through FY-92. LThe NBPO will provide its input to the Director of Logistics prior to 1 November 1986. b. On 26 September }98--, the New Building Project Office (NBPO), OL, conducted a tour of Directorate of Intelligence (DI) space under construction in the North Tower of the New Headquarters Building. DI representatives included the A/DDI and key managers from the Management, Planning and Services Staff and the Intelligence Producers Council. No significant issues were brought up by the DI representatives STAT during the tour. 2. Items or Events of Major Interest That Have Occurred During the Preceding Week: a. On 29 September the Director of Logistics briefed Col. Howard, an Army Focal Point Officer, on the organization and missions of the Office of Logistics. The Chief, New Building Project Office provided an overview of construction of / the New Headquarters Building (NHB) and conducted a tour of the construction site. Col. Howard is a Corps of Engineers Officer, and therefore was extremely interested in all facets STAT of the NHB construction project. b. The testing of the load management system for the Powerhouse emergency generator system (Bid Package 3) scheduled for 30 September 1986 was cancelled by the contra Ua operationally simulated testing of the critical c STAT will be tested at a date to be established later. STAT c. On 29 September, the New Building Project Office, OL, conducted a tour of the New Headquarters Building for representatives of the Office of Scientific and Weapons Research. No significant issues were raised during the tour. On 29 September, the Chief, New Building Project ice, OL, acting as Chairman of the CIA Transportation support construction of a precast concrete barrier no higher than the existing brick wall (seven feet) on Route 123 and extension of the wall to include all homes in Section 7. The wall would be finished on both sides with exposed aggregate. t. The citizens and TAC Chairman ?i}ly agreed to T`1-y~ tc *+ n t i Lip a- n A 7; = during a 2 July +9-U0 meeting with the same group. These issues were the decorative finish of the precast concrete panels and extension of the precast concrete barrier on Route 193 to include three additional homes. Advisory Committee (TAC) held a meeting with residents of Everm , Section 7. The purpose of this meeting was to present the overnment's response to issues raised by the community STAT e. As part of the Bid Package 3 contract, concrete paving has begun at the south side of the Headquarters Powerhouse. The 94,600 square yards of carpet purchased for the New Headquarters Building (NHB) was inspected in various stages of manufacturing. The first run of approximately 13,000 square yards will be delivered to the site on 4 October for installation in the NHB later this fall. 3. Events Anticipated During the Coming Week: a. We will schedule a Traffic Advisory Committee meeting for 90% design review of the Routes 123/193 road projects. The constructions of the New Headquarters Building and associated projects (Powerhouse, Security Control Centers, Roads and Parking Lots) is progressing well. We are focusing attention on safety within the building site as well as acceleration and refinement of completion dates. With respect to the latter we have tasked Office of Information Technology components to identify the specific areas to which they require early access for site preparation, in wiring and computer installation. We will then task General Services Administration to work with Centex to complete these areas early, ie., prior to beneficial occupancy of the building. (R. b. We have been and will continue to devote considerable time to briefings and tours of the New Headquarters Building (NHB). We are focusing primarily on components scheduled for NHB occupancy, but also are meeting special requests such as those arranged thru Director of Logistics, eg. representatives from the Foreig Buildinas Office and the U.S. Army Focal Point Officer. c. Our senior secretary, Ihas been selected for a position in the Office ot Development and Engineering. Her last day in New Building Project Office will be 31 October 1986. It is important that OL/Pers obtain a quality replacement for her - hopefully in time to provide an overlap. d. I believe the New Building Project Office needs to spend more time on the building site - particular our engineers. I will be forwarding a memorandum to the Director of Logistics in the near future requesting the assignment of an additional Logistics officer (non-engineer) to assist us in meeting that objective.
