BANGHAZI PORT ES, LIBYA
1. (S/D) SIGNIFICANCE: SOVIET ARMS TRANSSHIPMENT IS UNDERWAY.
2. (S/D) REMARKS: A SOVIET KAPITAN KUSHNARENKO-CLASS MERSHIP WITH
FISHBED AIRCRAFT CRATES ON BOARD IS AT BANGHAZI PORT
FACILITIES. THIS SHIP, WHICH IS OFF-LOADING CARGO, HAS NINE
FISHBED TYPE C CRATES ON DECK AND TWO POSSIBLE FISHBED
COMPONENT CRATES IN THE FIFTH HOLD. A FLOATING CRANE, WITH ITS
BOOM EXTENDED OVER THE CARGO HATCHES, IS MOORED ALONG THE
STARBOARD SIDE OF THE SHIP. HOWEVER, NO AIRCRAFT-ASSOCIATED
CRATES ARE DISCERNIBLE ON THE QUAY OR IN THE PO T AREA. A
KAPITAN KUSHNARENKO-CLASS WAS PRESENT ON BUT 25X1
HEAVY CLOUDS PRECLUDED IDENTIFICATION OF ANY DECK CARGO.
(S/D) THE FISHBED CRATES MAY BE DESTINED FOR SOME COUNTRY OTHER
THAN LIBYA. SOVIET ARMS SHIPMENTS TO LIBYA ARE NORMALLY
PROCESSED AT TARABULUS PORT FACILITIES IN 25X1
ADDITION, THE LIBYANS HAVE NOT PURCHASED B D FOR SOME TIME,
OPTING FOR THE MORE SOPHISTICATED FLOGGER AIRCRAFT.
