MEMORANDUM FOR: Chief, Building Planning Staff

SUBJECT: Security Items for consideration
in the Master Plan.
1. This memorandum sets forth three physical security
concepts to be addressed in the Master Plan.
A. Install an additional fence line around the
perimeter, creating a double fence line. The
fences must be terrain following and require a clear
path 30 feet wide for the installation and monitoring
of multiple alarm systems. There should be approx-
imately 20 feet between the fences.
B. Establish a visitor processing center that is
physically isolated from the main buildings. The
visitor center should be within the perimeter fence
but isolated from the main compound. Visitors should
be processed prior to being allowed access to the
main compound.
C. Construct a separate building for receiving, screening,
and processing of all external deliveries and mail.
This building should be in the proximity of the major
buildings and be constructed in a manner giving ready
access to all buildings but be physically isolated.
2. In addressing traffic control on the Headquarters
compound it should be noted that with the institution of a
visitor control center, all individuals entering the com-
pound will be badged eliminating the usual backup caused by
the guard logging a visitor into the compound.
