SUBJECT: Meeting with James Stewart, Director, Design and
Construction Division, Public Buildings Service,
GSA-NCR, 18 August 1981
REFERENCE: Ltr to DCI from Gerald P. Carmen, Administrator, GSA,

1. At GSA's request, the undersigned met with the following
personnel to initiate work on a Memorandum of Agreement for New
Building Design:
James Stewart, GSA-NCR
Steve Bolen, GSA-NCR
Marsha Pruitt, GSA-NCR
2. It was agreed that Mr. Stewart would develop a draft
agreement for our consideration. The draft will be patterned
along the recent agreement on GSA will provide
technical assistance on a reim ursa le basis. We will work
informally to draft a mutually acceptable agreement. GSA will
then formally submit the agreement, probably from Mr. Kallaur
to Mr. McDonald.
3. Mr. Stewart was advised that the Agency would most
likely focus intensely on design areas such as power, air condi-
tioning, and RFI shielding. Therefore, for their planning
purposes, they would be called upon to focus heavily on structures,
roadways, and the more traditional construction concerns.
4. While no date for achieving agreement was set, Mr. Stewart
stated he is anxious to move quickly.
