MEMORANDUM FOR THE RECORD
SUBJECT: Invitation to Appear Before Fairfax County
Federation of Citizens Associations
1. The undersigned received a call from Bob Gresham,
National Capital Planning Commission (NCPC) Staff on
20 October 1981. Mr. Gresham asked if the Agency would be
willing to preview its Master Plan before the Fairfax County
Federation of Citizens Associations (FCFCA) on 19 November
as a case study of the NCPC review process. Mr. Gresham
stated that an answer was desired by cob 21 October so that
NCPC could respond to the FCFCA request.
2. A quick review of the request on 21 October by
the Acting Director of Logistics and the Deputy Director for
Administration raised no overriding objection. A call to the
Dranesville District Supervisor's Office resulted in a request
on the Supervisor's part to delay their opinion.
3. Based on these events, the undersigned advised
Mr. Gresham on 21 October that there was tentative agreement
within the Agency to appear and that a final response would
be provided the week of 26 October.
4. On 26 October, Mr. Gresham was advised that the
Agency had reconsidered the request and found the timing
inappropriate. Presenting the Master Plan to a county organi-
zation on 19 November would precede the review by the local
community and is therefore not in the best interest of the
Agency or the community. Mr. Gresham accepted this response
and thanked the Agency for its efforts.
