SUBJECT: Meeting with County and State Officials
1. A joint consultation meeting was held on 21 July 1981 in
the Massey Building in Fairfax County. The purpose of the meeting,
which is part of the National Capital Planning Commission (NCPC)
process, brought together those organizations who would be affected
by the new building. The attendees were:

After opening remarks by Messrs. Johnson and Gresham,
Mr. McDonald stressed we were only in a planning stage and had not
received approval for any building. The next item on the agenda
was a timetable presentation by Mr. Walter Arensberg of Skidmore,
Owings $ Merrill (SOM), after which the meeting was opened for
items of mutual concern. The topics discussed primarily centered
about the number of people who would be moving to the compound,
associated transportation problems, and the environmental impact.
The most significant item that was raised was a statement from
the Virginia Department of Highways and Transportation that there
were no funds available for highway improvement and that the
Agency would have to pay for any improvements to the road network
if so required. Dr. Sidney Steele of the Zoning Evaluation Office
of Fairfax County then alluded to the fact that as of a year ago
county rules had changed and that a public hearing on this project
is no longer required but was nevertheless very pleased that the
Agency was coming out so early to the County. The County also
urged that the Agency make contact with Nancy Fal_ck, the District
Supervisor.
All in all, it was an excellent meeting, and it opened the
many doors that SOM and the Agency will need to pursue the
approval from NCPC and the County.
