1. We have reviewed the referent as you requested and
have the following comments:
a. Will the Procurement Division be responsible
for the issuance of the solicitation and source
selection process? If so, we believe that a repre-
sentative from the Procurement Division should be
on the Evaluation Board.
b. We do not concur with the recommendation
that the Commerce Business Daily be used to publicize
the proposed procurement. We have stated in several
memoranda to OMB, OFPP, and the Congress that this
procedure is contrary to Agency policy. While we
recognize the importance of the project in terms of
size, cost, and publicity, we do not believe that
these factors warrant changing or deviating from
a policy which has never been challenged in the past.
What we need to do is solicit a reasonable number of
A&E firms to submit qualification data to ensure
that we obtain competition to the maximum practicable
extent within the framework of our normal procurement
procedures.

c. With regard to the selection criteria, the
Defense Acquisition Regulation (DAR) precludes
giving potential offerors the actual weights to
be used in the evaluation process whereas it is
optional under the Federal Procurement Regulations
(FPR). We follow the DAR and recommend that the
criteria and sub-criteria be placed in decending
order of importance in the solicitation.
