On January 21, 1982, the Commission approved a revised master plan for the Central Intelligence Agency site at Langley, making recommendations covering various issues which should continue to be addressed as planning proceeds. A copy of the Commission's action is enclosed for your information. I would like to take this opportunity to express our appreciation for the assistance provided by the Fairfax County staff during the preparation and review of the revised master plan. We particularly appreciate the assistance provided by your Office of Comprehensive Planning in working with us to arrange the early consultation meeting held in July 1981 at the Massie Building. This meeting provided the opportunity for the establishment of contacts between the General Services Administration and CIA staffs and their consultants and the staffs of the County and State Governments and COG. Following the early consultation meeting various offices in the County Government were very cooperative in coordiiting with the GSA/CIA consultants in the data gathering and assessment of potential impacts. Finally, the thorough and thoughtful comments and recommendations provided by the County Government in response to our formal referral of the revised plan were very useful and helpful to the Commission in its review of the proposal. One of the recommendations incorporated in the Commission's action encourages GSA and CIA to continue to work with the State and County Governments, in coordination with the citizens of the area, to select an appropriate program of off-site roadway improvements that will meet traffic needs, giving special care to minimize impacts on the surrounding community and the CIA site to the extent possible. The CIA has provided us a letter, a copy of which is attached, in which commitments are made to cooperate in this effort and to seek Federal funds to cover the cost of the selected improvements. We believe the cooperative spirit of all the parties involved provides an environment in which agreement on the off-site roadway improvements can readily be achieved. The Commission will, of course, be pleased to assist in any way possible in the resolution of this issue. Formal referrals of project plans are not normally made following the referral of and action on master plans. A referral at the next submission stage, in addition to the continuing coordination, will provide the County Government an opportunity to review how well the plans respond to recommendations concerning traffic impacts, impacts of the disposal of excavated material, and other issues raised in your recent review. Thank you again for the County Government's assistance in this planning effort. We look forward to continued coordination with you and your staff in the prepara- tion and review of plans for Federal development proposals in Fairfax County.
