PRES OTHER: - During the current review of the Agency's proposed Master Plan, a number of reviewing organizations have expressed doubts regarding our commitment to implement proposed traffic management and road improvements. The purpose of this letter is to confirm these commitments. The environmental assessment submitted with our Master Plan recognizes the potential impact on local traffic condi- tions caused by the addition of 1,000 vehicles at the Central Intelligence Agency location. As a mitigating measure, Agency management is committed to a realignment of work shifts that will be designed to prevent adding vehicles to local peak hour traffic. In our judgment, this action combined with the continuing aggressive car and van pool program is sufficient to minimize the traffic impact caused by proposed Agency consolidation. With regard to funding of road improvements, the Commission well understands that the Agency cannot guarantee Federal funding. However, the Agency will take the initiative to ensure that Federal funding for road improvements is requested. The Agency will look to the Virginia State Government for an approved `road plan and funding estimate upon which the appro- priation request will be based.
