Approved For Release 2008/06/25: CIA-RDP89-00244R000200410009-1__ 0492 SUBJECT: Telephone Conversation with James S. VanWagenen, House Appropriations Committee Staff - 6 April 1982 6 APP, 1982 1. Jim VanWagenen called to obtain information to answer Representative Jack Edwards'--ranking minority member of the Defense Subcommittee--question on our new building. Representative Edwards wanted to know who would handle bids for construction. I told Jim that we were a long way from going out on construction. We just had our plan approved by the National Capitol Planning Commission. We had money in the 1983 budget for design studies. We would do architectural and engineering work in late 1983 or 1984, and we would only commence construction, if approved, in late 1984 or 1985. 2. He asked who would handle construction bids. I told him that we had planned to do the A&E work ourselves, but that GSA would do the construction. He asked who at GSA was responsible. After checking with James H. McDonald, Director of Logistics, I told him it was the Public Buildings Service of GSA. 3. He asked who would handle the bids for the A&E study. I told him that would be the Director of Logistics, Jim McDonald, and in response to his request gave him Jim's telephone number. 4. VanWagenen subsequently called back after having passed on the above information to Congressman Edwards. He asked if we had 1 t list of bidders for the architectural work. On checking with I found out that we had solicited firms that may be interested in the architectural work for us, that there were 35 respondants, and from those respondants we have constructed a "short list" of firms who are: CRS Group, Inc./Sirrine - Houston; Smith, Hinchman, and Grylls - Detroit; VVKR/Dewberry and Davis - Washington. I told VanWagenen that if Congress approved our 1983 budget, we would likely contract with one of these three firms for architectural design. I added that none of these firms would do the actual construction as they were not in that business.
