NEW BUILDING ON THE HEADQUARTERS COMPOUND A major objective of the Agency for many years has been to consolidate, to the maximum degree possible, personnel and physical assets on the Langley site. This consolidation almost became a reality in the late 1950s and early 1960s when the current Headquarters Building was being planned. The necessity to divert part of the approved funds to build an extension of the George Washington Parkway from its then terminus at Spout Run to Langley defeated this intent. This little known fact caused a revision in planning, and the Agency remained largely decentralized. The Agency planning for a new building at Langley has been underway for the past year. At this time, we have received a favorable review from the National Capital Planning Commission on a new Master Plan that includes construction of a 1.1 million square foot office building, a parking structure, and a security reception center. We are now beginning the process of selecting an architectural and engineering firm to begin detailed building design. Assuming that we remain on schedule, we will be in a position to award the design contract by October 1982. $2.8 million is included in the FY-83 budget to cover the first 12 months of a projected 18 month design effort. This scheduling would result in a request for approximately $180 million in FY-84 or FY-85 to complete design and construction of the project. Beneficial occupancy should then occur in late FY-87 or FY-88. 25X1 25X1 Approved For Release 2008/03/04: CIA-RDP89-00244R000200410019-0 Approved For Release 2008/03/04: CIA-RDP89-00244R000200410019-0 Completion of the project would permit consolidation of over employees at the Headquarters site with a significant increase in operational effectiveness and savings in operations and maintenance costs for leases, added security, communications, and transportation. Additionally, the building is designed to allow for further growth in machine systems so that dispersion of employees can be arrested for at least the next decade.
