Space Requirements for FY-1985 Through FY-1988 1. This memorandum contains estimated equipment and space requirements and costs related to communications support for the Headquarters Building Annex during FY-1985-FY-1938. 2. Decisions were made on the premise of relocating the entire DND staff and branches to the new building with the exception of some of Cable Secretariat and the Voice Communications Branches. Costs and space requirements are also provided if the Domestic Networks Division remains in.the main Headquarters Building. (See Attachment A and B) 3. Relocation of the Telecommunications Branch (TUC) will require the procurement and installation of all new equipment in the new TOC area. The equipment in the present TOC area will be used as backup/spares or disposed of appropriately. 25X1 4. The TOC personnel will be physically separated from the equipment in a low noise operational area. The technical support maintenance personnel and their test/repair stations will be housed. adjacent to their respective equipment areas. 25X1 S Estimated cost for a Government owned black telephone-system is This is for a total system, i.e., Headquarters and the 25X1 new Annex. If FY-83 funds are avail- able, it is recommended that this study be accomplished in FY-83 vice FY-84. F I 7. The funds for this telephone system would be required no later than FY-1985 in or er to be operational and available for resident use in FY-87. 8. The following represents the estimated support costs for a Government owned black telephone system: 9. Estimated cost for Secure Voice/Data service is Secure Voice will be by means of a DBX-5000 secure telephone switch and ancillary equipment. It will be installed in the new building and will be a satellite off of the present DBX-5000 HSTS switch in Headquarters. Installation of two SKYLINK terminals, with all of the required muxes/crypto to communicate with all SK'YLINK Stations, will permit Headquarters to be a SKYLINK backup to 11. The building contractor will install the conduit and IDF boxes for the secure grid and will install Government furnished cable in the secure grid. 13. A CDF will be installed in the new building and positioned so that it will also serve as an RMDF for the TOC area. 14. The facility housing the TOC should be constructed to meet vault-type room specifications. Within the TOC, a VTR-type room (approximately 25' x 15') should be constructed to store COMSEC keying material. 15. The new building is being constructed with TEMPEST in mind thus there is no known requirement for shielded enclosure. Filtered A/C power should be provided to service all RED processing and cryptographic equipment. All signal lines carrying classified information between the Annex and the Headquarters Building will have to be either covered (cryptographically protected) or be installed in a secure grid approved by the Office of Security. 25X1. 17. Two approaches have been taken to determine space required in both buildings. Both approaches assume that the OC personnel will move into the new building. Project MERCURY and the 114essage Handling Facility (MHF) will require approximate) feet. Redundant operations are 25X1 necessary in order to provide a rapid and smooth transition of opera- tions. Whether the new Telecommunications Operations Center (TOC) will be in the new building or the old building, the relocation process will be very complex. More problems arise if the old building is used for the new TOC. The minimum space for a close relocation extends where the DND offices are now (1B04-lB24) and along the "A" corridor from 1A24-lA36 which is occupied by another office. This space provides which does not allow for any equipment 25X1 expansion. The 4-C Project occupies the remainder of "A" corridor. Nearby space for personnel would have to be obtained prior to converting the present office space to equipment space. 25X1 20. In my judgement it would be more cost effective to leave DND in the old building. I believe the MERCURY system will be here ahead of the building and we should install and activate. To duplicate this in the new building is going to be an expensive, labor intensive effort.
