Wolf June 15, 1983 Based upon discussion among the coordinating group concerned with the CIA expansion, the following points of discussion are presented. 1) Suggested participants at the June 28 meeting in the CIA auditorium: Representatives of Evermay, Clearview Manor, Potomac School, Lynwood, Downscrest, Langley Oaks, and the MCA. Chairman, Executive Director and PR Director of NCPC Commissioner Smith, VDH&T Mr. J. S. Hodge, VDH&T Supervisor Falck Department of Interior, National Park Service (possibly Mr. John Parsons who is also on the NCPC) Department of Transportation Highway Administration Country Day School Director Principal, Langley High School Chair, Langley High School PTA Official planners from CIA/VDH&T plus VDH&T Consultant(s) Newspaper Reporters Plus concerned residents of all communities 2) Specific points: a) Comprehensive traffic study of ALL options, including the GW Parkway. Our objective is to have GW Parkway be the load-bearing artery for CIA traffic even if additional lanes must be constructed between the CIA/ Route 495. b) What is future growth of CIA (5-10 years) in terms of additional facilities, i.e. the conference facility, visitors center, etc., people plus parking spaces, electrical power requirements. Want written statement. c) Environmental impact study, including noise pollution, light fixtures on overpasses, esthestics of overpasses (if overpasses/ramps are to be constructed), bike/pedestrian trails, water drainage, etc. Will sound barriers be required? d) Off-site road improvements in place before employees consolidated on campus--will all new 3,000 employees be on day-shift or will they be night-shift employees. Will this mean the planned 1,000 parking spaces to be insufficient and inefficient? Wolf, 6/15/83 e) If additional 1,000 parking spaces insufficient and inefficient for campus, will Fairfax County pass ordinances prohibiting employees from using neighbor- hood streets for parking purposes? f) How will satellite (radiation) emissions of planned antennae affect residents? Esthestics of antennae? g) Representative(s) from coordinating group be invited to join and participate in meetings of CIA/VDH&T/ VDH&T consultant(s) re off-site planning changes. h) Follow-up meeting is necessary with community-wide participation after information obtained from 6/28/83 meeting can be assimilated and disseminated throughout communities.
