In accordance with discussions between you and members of my staff,
enclosed are three copies of the proposed Right-of-Entry Agreement between
the Central Intelligence Agency and the Commonwealth of Virginia. It is
requested that all documents be signed by the appropriate Department of
Highways and Transportation official. After signing, please return the
original and one copy to this office for signature. A fully executed copy
will be returned for your files.
We appreciate your cooperation and that of your office in this matter.

RIGHT-OF-ENTRY AGRF NT
BETWEEN
THE CENTRAL INTELLIGENCE AGENCY
AND THE
COMMONWEALTH OF VIRGINIA
A right-of-entry to the following described property is hereby granted
to the Commonwealth of Virginia, Department of Highways and Transportation
and its contractors for the purpose of constructing roadways adjacent to
the CIA Headquarters building located at Langley, Virginia, Fairfax
County, Virginia, in accordance with State Highway Project 0123-129-000,
C501:
Property occupied by the Central Intelligence Agency between
Routes 123 and 193 and the security perimeter fence on the
south side of the facility grounds.
It is agreed that the right-of-entry is to be utilized for daily
project and construction activities and does not constitute authority for
the establishment of temporary storage or warehousing activities on CIA
property, unless otherwise specifically agreed.
It is further agreed that this right-of-entry shall terminate upon
completion of said project and that, unless otherwise agreed, the
property will be returned to its original state.
