The attached Memorandum for the Record presents th.e background and decisions resulting from a key policy meeting of the GSA/CIA Special harking Group held on 25 May 1982.. 2. Jointly planned actions regarding the areas of leasing, 2430 E Street, the Headquarters Powerplant, and the Headquarters Building Special Purpose Space are tentatively anticipated to occur as follows: 1e as A meeting is scheduled for 15 June 1982 between the Director of Logistics, Mr. Hussmann of GSA, anS. their respective supporting staffs to establish a more detailed overview of this Agency's overall space requirements preparatory to establishing an identifi.- ca.tion and a prioritization of these requirements, developing a specific acquisition effort, and imple- menting such acquisitions relative to FY-82 FY-83, and FY-84 space requirements. wi1.1 be STAT the Agency action officer on this effort. 2430 E Street: LSD/RBCD in-house coordination is presently on- going to review all data and information preparatory to a joint GSA/CIA meeting which we are attempting to schedule for 22 June 1982. The meeting will be attended by Messrs. Alderson, Leininger, Hope, and Langfeld of GSA, and representatives of LSD/RECD, and. OTS of the Agency. The meeting will include a tour of the facilities, detailed discussions of specific problems, the address of the proposed capital improvements program, and the determination of a joint GSA/CIA action plan to implement corrective actions. C/LSD or his designee will be the Agency action officer for this effort and RECD will make available an engizieer- to provide technical support to LSD as required. Working Group Headquarters Powerplant and Special-Use Areas: In-house RECD review and study of all impacting factors is presently underway preparatory to a joint GSA/CIA meeting anticipated for 29 June 1982. GSA attendees will include Messrs. Alderson, Leininger, Hope, and Langfeld, and C/RECD; DC/RECD, from the Agency. The meeting is intended to negotiate the specifics of our positions, identify the specific extent and limits of relative responsibilities, and to establish further clarifying interface which will lead to the development of as transition plan and the preparation of.a mutually acceptable request for a delegation of authority. will be the Agency action officer on this STAT SIAI STAT 3.
