Approved For Release 2008/06/06: CIA-RDP89-00874R000100150030-8 Mr, Davis summarized conclusions of the meeting as follows: 1. Leased Space. a. GSA will get back to the Agency on Tuesday;, 1 June regarding leasing of the 45,000 square feet and the GSA plan of action. (1) Interface with regard to this action will be between a dedicated representative of GSA and CIA. (2) If the space acquisition is not solvable through this effort, GSA will consider a delegation to the Agency to acquire this space. (3) Mr. Hussman will identify someone from the Central Office or the Region to handle this effort. b. Within two weeks of the above Tuesday, 1 June meeting, GSA will arrange a meeting between the Regional Space Manage- ment Planning people, the Central Office, and the Agency to address the "remainder of the 150,000 square feet," to discuss specific requirements including relationships to the proposed new building at Headquarters. 2. Reimbursable Work. a. The Agency will be authorized to construct Project 4C. b. GSA will favorably look upon a Delegation of Authority to the Agency for anything relatively unique. c. GSA will continue to perform all standard work. 3. Powerplant. GSA agrees to delegate authority to the Agency to operate the powerplant. 4. 2430 E Street a. GSA and CIA will conduct joint walk-throughs in the next few weeks. "b. GSA will look into FY-82 and FY-83 budgets to see what money may be available to start major improvement work soonest. Flush out your proposals on this area to see if it is a natural extension of the powerhouse proposal. 6. Future Interface and Coordination. a. Mr. Langfeld will remain as the main interim contact with the Agency. b. Future interface may result in dual level contacts, i.e., one at high level and one at operating level. c. GSA is presently considering establishing senior GSA desk officers for major cabinet level agencies. d. The desk officer approach seems like it is expediting communications well,, e.
