SUBJECT: Training for Scientific and Technological Change
1. It is clear to me that one of the most important things
we must do in the Office of Training and Education is to expand
our efforts to help the Agency get and stay head of the power-
curve in the intelligence applications of scientific and
technological change. No mean task, but one which we must work
hard at. As you may know, we have begun a new training effort
designed to meet the needs of the S&T Directorate. I expect we
will get some spin-off from these efforts that will be useful for
the other Directorates as well. We have also strengthened the
science and technology component of our training for Career
Trainees, and other projects are in the works.
2. We recently held a two-week "Seminar" on science and
technology forecasting that breaks new ground (Attachment A).
This was the brainchild of Julian Nall, National Intelligence
Officer for Science and Technology, who not only conceived the
project, but worked clearly and effectively with Chief/Topical
Issues Branch to see that the effort took off. (Julian also
arranged for the transfer of NIO funds so that we could pay our
forecasting contractors.) I am especially enthusiastic about the
fact that we put some of our top S&T customers in direct contact
with our students and also exposed the students to some top
people in the corporate world of technology.
3. We will do this about every nine months or so. I hope
you will see its value and encourage your people to participate.
