In the past couple of months we have been very pleased to have
meet with classes of Foreign Service Officers engaged
in the study of methods of political analysis, to discuss with them
the nature of the intelligence process, and the pitfalls which can
lead to intelligence failure. These sessions have proved extremely
valuable in exposing the FS0s, in credible fashion, to real world
problems of intelligence analysis which are directly applicable to
their work as political analysts of complex situations.
STAT We would like to have to address similar courses in the
future, because we believe that the methods and insights he has to
offer cannot be obtained from any other source. His message is so
important that we hope to use him as the lead speaker for each of
our major analysis courses. We would, therefore, greatly appreciate
your assistance in helping to make him available. We include the
intelligence analysis unit twice in each session of the Mid-Level
Professional Development Program (once for the Advanced Political
Functional program, and once for an elective in analysis and re-
porting offered for Mid-Level officers in other functional cones),
and in a separate reporting and analysis course offered two or three
times a year. The Mid-Level program is expected, beginning next
Fall, to be given three times per year. We would hope, then, to
STAT have speak eight times a year for two and a half hours per
session.
We thank you for any assistance you and the Agency can give us to
make the insights you have to offer available to Foreign Service
Officers.
