SUBJECT: OTE 1986 Gramm-Rudman Reduction

Subj: Guidance for Reporting on 1986 Gramm-Rudman
Reductions, Compt 86-101
1. The following is the information requested on the 1986 Gramm-Rudman
reduction to the Training Consolidated Expenditure Center (CEC). OTE also
contributes to the Special Operations/Paramilitary CEC under the
Category in 1986. Because those funds are primarily personal services, no
reduction is being made to that CEC.
b. Systems Training new initiative,
This represents a seven percent decrease to the funds allocated
for contract systems instructors and computer-based training development.
This will cause a similar reduction to the amount of systems skills
training which can be offered.
