independent contractor on an as needed basis for a period of one
year effective 21 April 1986.

3. At this time, OTE does not have a staff employee on board
who is substantively qualified to meet our production needs. The
unique Agency background required to coordinate these efforts
combined with the sporadic nature of the work make staffing with a
regular employee impractical.
