SUBJECT: -Training Expenses Under 5 U.S.C. 4109
1. This memorandum responds to questions raised by you
concerning the propriety of providing food and beverages to
the Leadership Development Course and MidCareer Course
conducted
2. Under the statutory authority of S U.S.C. 4109, the
head of an agency shall determine which expenses constitute
necessary training expenses applicable to that agency. This
is a very broad authority which has been delegated to the
Director of Training and Education from the Director of
Central Intelligence. T A nirector of Tr tion
has further delegated to
approving and authorizing authorities which include all
financial and travel activities related to the management of
and its programs.
3. The Director of Training and Education has
determined that the expenses incurred in support of the two
courses referenced above are required and necessary training
expenses under 5 U.S.C. 4109 and therefore are within the
scope of your delegation of authority.
