25X1 SUBJECT: Full-Time Academic Training

1. ACTION
We request that one full-time academic year of postgraduate-level training
be approved for under the sponsorship of the Office of
Information Technology (OIT) Fellowship Program. If approved, this training
would take place at the Virginia Polytechnic Institute and State University,
Northern Virginia Graduate Center, Falls Church Campus in Falls Church,
Virginia, from 23 September 1987 to 13 June 1988. The focus of study would be
in Computer Science and Applications.
2. BACKGROUND
a. is a GS-10 Computer Specialist. In his present
position, he is a Database Application Manager for system configuration and
database performance in the Data Base Administration Branch, Operations
Group (DBAB/OG) of OIT. Currently he is working on the IDMS project, one
of the newest projects in the Branch. He is responsible for ensuring a
stable environment for the users and ensuring the integrity of the IDMS
Systems. He has written excellent documentation on the necessary
procedures being developed for use by the Data Base Control Branch
personnel for operational support.
b. is a computer programmer and was interviewed and
recruited by OIT. He joined the Central Intelligence Agency on 7 September
1982 as a GS-07 Computer Equipment Analyst and has steadily progressed to
more responsible positions in his four years with OIT.
c. has taken numerous Agency-sponsored technical courses,
devoting many hours of his own time to further his education and keep
abreast of rapidly changing technologies and developments in computer
science. He has also taken extensive IDMS training.

SUBJECT: Full-Time Academic Training
3. STAFF POSITION
25X1
Attached are application and supporting documentation for the 25X1
OIT Fellowship Program. The cost of training will be a total of 25X1
$3,294.00. This amount has been included in the FY87 budget for the Office of
Information Technology, will be carried on an on-duty status during 25X1
this academic period. He was selected for this program by the OIT Personnel
Management Board.
4. RECOMMENDATION
a.25X1
has consistently received good to excellent performance
ratings during his Agency service, aspires to eventually become 25X1
a Project Manager and continue upward into management positions. His
planned curriculum will enhance his technical and decisionmaking skills
which can be utilized in all areas of OIT as well as support him in his
career goals with the Agency.
b. We recommend that vou approve one academic year of full-time
external training for
