On 19 and 20 November 1987, I had the opportunity to attend LIFE ON THE OTHER SIDE: An Overview of the DO for the DI. The rationale for the course was to attempt to dispel the misunderstandings and misconceptions of the DO held by the DI. It also hoped to encourage the DI analysts to interact more fully with case officers in the Headquarters area who may have a working knowledge of an area or country of interest to an analyst. 2. I feel the course successfully met its goal of explaining life in the DO. From the standpoint of an OS/Clearance Division desk officer, the day-to-day realities of case work were brought to 3. I was surprised by the analysts' lack of knowledge, not only of the DO, but of the entire Agency. One particular analyst I spoke with confessed to virtually no knowledge of other Agency components and stated the demands of her job prevented her from interacting with other components. The analyst commented that she spent so much time trying to review all the necessary material for her analysis that she doesn't have the time to locate a DO officer and ask him for his insight. If her comments hold for the majority of analysts, then I don't see much hope for improved interaction between the directorates. I believe all analysts should be encouraged to take the course, even if it doesn't produce greater interaction, so some misconceptions of the DO can be dispelled. 4. Most of the students had enough questions to necessitate longer briefings. I did have problems with two briefings - Reports and Requirements and The DO - A Historical Perspective. I'm not quite sure if I didn't appreciate them as much because I couldn't understand the environment or if the speakers weren't as prepared as the other speakers. My suggestion for better structuring the course is to allow more time for the students to ask questions of the speakers. 5. In conclusion, I believe the course met its goal of dispelling misconceptions of the DO, but I don't believe greater interaction between the directorates will result. I believe security officers could greatly benefit from this course and recommend that the DO consider offering the course to the office of Security, most notably polygraphers or clearance division desk officers. Another strong recommendation is to have the course preceded by a security briefing. This particular course gave the The need for a security briefing is emphasized by a question asked by one of the analysts in response to a briefing by PPS.
