I believel of your office has raised with the
Peace Corps the issue of the extent to which the policy of
United States Government intelligence agencies not employing
former Peace Corps Volunteers at least for several years
after the end of their Peace Corps service and even thereafter
only with the approval of the Peace Corps should apply to
former employees of the Peace Corps as well. The case in
point was the employment application of
We have given this matter a great deal of consideration and
have come to the conclusion that substantially the same United
States Government interests as would be disserved by the
employment of former Volunteers by intelligence agencies would
be disserved by the employment of former Peace Corps employees
by those agencies. We believe, therefore, that essentially the
same policy should be followed with respect to any employment
application which a United States Government intelligence agency
received from a Peace Corps employee or former employee as is
followed with respect to applications from Volunteers or former
Volunteers with two exceptions:
(l) The agencies should feel perfectly free to
deal with the applicant directly and need not refer
the application to the Peace Corps for reply.
(2) Persons whose Peace Corps service was in
clerical, secretarial or other administrative capacities
at grade 7 of the General Schedule or below and whose
permanent duty station at all times during their Peace
Corps service was in the United States should be eligible
for subsequent employment by United States Government
intelligence agencies.
