SUBJECT : Former Peace Corps Personnel
1. This memorandum submits recommendations for your approval. Such
recommendations are contained in paragraphs 3 and -I.
2. The inter-agency policy agreement that CIA will not employ
former Peace Corps volunteers is clear and firm. Two new problems have
been brought to light by recent cases, however, which indicate the need
for further clarification of this policy as it applies to other situations.
3. The first case concerns the application of a former Peace Corps
domestic staff employee. The General Counsel of the Corps, Mr. William
Josephson has advised us that after considerable deliberation they would
propose that the no-hire policy be applied to staff people above grade
seven but that clerical and administrative people grade seven and below
who have never served overseas not be denied the opportunity to work for
us after leaving the Corps. (Tab A) We believe that the "non-contamina-
tion" principle would apply to this class of employees and recommend that
we continue our practice of hiring no former Peace Corps people, regard-
less of grade, type or location of service.
4. The second case concerns a JOT applicant who is engaged to a
former Peace Corps volunteer to whom he will be married by the time he
enters on duty with us. In this situation, we believe we would be
stretching the principle of "guilt by association" too far to turn him
down but that it might be unwise to send them to her former area of
assignment at any time in the near future. We have not discussed this
case with Corps representatives and do not propose to do so. We do
recommend that this candidate be appointed upon satisfactory completion
of normal processing but that he not be assigned to her area of Peace
Corps service at least for a first tour of duty.
