Heatherly, Director President's Commission on White House Fellows The White House Washington, D.C. 20500 Dear Mr. Heatherly: ER 84-1805/2 28 June 1984 I understand that you and Chuck Briggs recently had a good session on your respective interests and concerns about the White House Fellows Program. Let me echo Chuck's assurances that we fully support the Program and have held back on accepting Fellows solely because of our unique responsi- bilities to protect sources and methods and to maintain appropriate compartmentation. Your suggestion that we consider career military officers who would be likely to retain security clearances for their entire careers, however, alleviates our concerns about exposing too many people over time to classified information. We would therefore be delighted to interview and Any Fellow assigned to CIA, including a military officer, would have to go through our security process which includes polygraph testing.
