Thank you for your letter of 23 April 1984 to Mr. Casey regarding the
new class of White House Fellows.
The Central Intelligence Agency wholeheartedly endorses the program's
goal of giving young leaders the opportunity to work at the highest levels
of the Federal Government. Unfortunately, as I mentioned in my 5 July
1983 response to Ms. June G. Walker's invitation to participate in the
Presidential Executive Exchange Program, the relatively short period of
time a program participant would be with us creates a difficult situation.
Our front offices are small and operate with minimal compartmentation and
exposing Fellows to sensitive classified material, even after a full security
screening, is incompatible with our obligation to protect intelligence
sources and methods. Assigning a Fellow to a lower level or more narrow
element of the Agency is not fair to them. Thus, we have reluctantly
concluded that it would be wise to discontinue our involvement in the
STAT
program.
