Greenleaf, spoke to me about the detail of So military officers to help man the rural development cadres in South Vietnam. He had the staffing papers on the problem from the Joint Chiefs of Staff and -Mr. Alain Enthovon. Assistant Secretary of Defense (Systems Analysis). both of the** said that the 50 positions involved should be applied against the established CIA require- ments for mAlitary personnel. Furthermore. he pointed out wording in the Fnthoveo paper which appeared to say that the Joint Chiefs of Staff could not allocate these SO positions among the various services in advance and, therefore, it would be up to CIA to initiate require- ments which would than be reviewed by the Joint Chiefs antl approved by the Secretary of Defense.
