ry 1966 I was in the office of Mr. fiancee,
Deputy e:cretary of Defense, and his military aide, Colonel
Abbott C. Greenleaf, spoke to me about the detail of So military
officers to help man the rural development cadres in South Vietnam.
He had the staffing papers on the problem from the Joint Chiefs
of Staff and -Mr. Alain Enthovon. Assistant Secretary of Defense
(Systems Analysis). both of the** said that the 50 positions
involved should be applied against the established CIA require-
ments for mAlitary personnel. The t nthoven a emorandu?:n stated
military officers, but Colonel Greenleaf referred to
am Mar. Enthavon to the Director, dated
11 August 1966, concerning CIA military requirements. ?.vhicik
stated that the fiscal year requirements would be 0 In any
case, Colonel Groonieaf felt that the Director might have understood
that these Sit positions would be is addition to previously established
requirements. Colonel Greenleaf felt we should gent this point
clarified at once, and I undertook to put in in the proper channels.
2. Furthermore. he pointed out wording in the Fnthoveo
paper which appeared to say that the Joint Chiefs of Staff could
not allocate these SO positions among the various services in
advance and, therefore, it would be up to CIA to initiate require-
ments which would than be reviewed by the Joint Chiefs antl
approved by the Secretary of Defense. Colonel Creenleaf again
felt this might be an undue burden an CIA and that the JCS should
propose qualified officers and CIA would have the authority to
reject them for cause.
