This is to confirm our oral notification, delivered by
STATINTL of my office to Ms. Hilda Schreiber of your
staff, that e central Intelligence Agency opposes inclusion
in the Office of Management and Budget's draft proposal to
create statutory Senior Intelligence Executive Services
within CIA, DIA and NSA.

of a Senior Executive Service, but we must take issue with
any proposal for implementation via a Congressional enactment.
