Problem To Be Addressed:
FBIS owns a complex of ouses in Okinawa
which provides housing for staff an ons a personnel. Much of
the housing is over 30 years old and al o the units have deteriorated
badly due to heavy weathering from typhoons, heat, and salt air. All
interiors need upgrading to present-day standards and half the exteriors
are beyond cost-effective repair. Major rehabilitation will suffice for
the newer houses (half the total), but demolition and reconstruction
offer the most cost-effective course for the other half.
Proposal:
This initiative proposes to upgrade FBIS' 30-year-old housing on
Okinawa to modern standards. Adequate housing is essential to continued
operation of the Okinawa Bureau, a key part of the FBIS overseas network,
a present ROSET (Receive Only Satellite Earth Terminal) site monitoring
open source Soviet and Chinese media, and a future INTERNET (Inter-bureau
Information Network) site. This initiative calls for a phased
reconstruction and remodeling project continuing through 1993 for a total
cost of approximately $3.8 million. It is based on the recommendations
of an Army Corps of Engineers study completed in FY 1985. Pre-initiative
funds were reserved in FY 1986 to begin this essential project.
This housing recapitalization program was coordinated with the DDA
and military. Money is to be transferred to the military to do the
construction to meet military standards in accordance with Agency
requirements. The military standards cover the needs for security and
safety coordination. During a 1983 inspection, the DD/Office of
Logistics noted that the houses will require extensive and increasingly
costly repairs. He recommended a "bulldozer renovation" -- razing most
of the old units and building new units in phases over several years.

The increased speed by which FBIS is able to deliver monitored
foreign television via its INTERNET (Inter-Bureau Information Network) is
expected to stimulate a sharp increase in demand from the Intelligence
Community for foreign TV. A television processing center is needed to
handle this increased volume, to deliver it electronically, and to
package the product in formats useful to the consumer, without negating
the improved speed of delivery.
Proposal:
This initiative will establish a TV Center that will operate around
the clock, receiving TV signal feeds worldwide via satellite, converting
the signals to U.S. standard, and providing live electronic signal feeds
to consumers. The Center also will record programs for archive, editing,
and relay to consumers at more convenient hours. The Center will combine
the recorded programs with translations provided by FBIS overseas bureaus
and Headquarters linguists--to the extent required by consumers--to
achieve a finished video product. It will use a 3/4-inch videotape
editing suite (two in FOG) equipped with titling, sound recording, and
video camera capability. The Center will provide facilities for storing,
degaussing, and cleaning videotapes; limited archiving for FBIS Analysis
Group; viewing rooms for analysts; and the ability (in FOC) to provide
high quality still photos from video. The 2-year cost to build and equip
the Center will be 742k. The Center will require a staff of OTV
specialists, plus support positions for managing TV coverage,
analysis of video, and translations.
Coordination:
This initiative was discussed with the DDI Television Working Group
chaired by OCR and with other Agency components involved in different
aspects of TV. The wide extent of consumer demand for the FBIS TV
product was confirmed in a 1984 study conducted by an outside
contractor. This initiative will require expanded services from OCR/VMB,
P$PD, and OIT. The TV Center will require 2,400 square feet for office
space, video equipment, and viewing rooms.

Problem To Be Addressed:
The FBIS Science and Technology Center was established in FY 1986 in
response to ever-growing demand within the Agency and the Intelligence
Community for additional reporting from open source literature on
scientific and technological developments throughout the world. The SET
Center is an ongoing activity in which FBIS has invested considerable
resources. As initially approved, the S$T Center initiative called for
the establ' nt of a Center in FY 1986 with allocation of0
positions: in FY 1986, in FY 1987, and in FY 1988. When the
initiative was rolled into S Production Group's base budget in FY
1986, 2 years ahead of schedule,f,T Center positions were lost in FY
1987 and Din FY 1988. Without t ese Dpositions, the Center will not
be able to effectively carry out its mission of exploiting worldwide
scientific and technical literature and will not reach FOC by FY 1988 as
projected.
Proposal:
This initiative will provide theElpositions to adequately support
the S$T Center's exploitation of open source scientific and technical
literature to the direct benefit of Agency and Intelligence Community
analysts working in SET areas. Approximately $500k will be needed for
contract translation of the SET material generated by the [::]positions.
Coordination:
The S&T Center initiative was coordinated throughout the Agency and
the Intelligence Community and a definite need for the Center was
identified. Once the[ ::]positions are allocated, the center will require
2,000 square feet of space for its operations.

Problem To Be Addressed:
Current U.S. Government high interest in technology transfer and
growing concern over the pace of Japanese advances in high technology
will in the next few years generate dramatically higher requirements for
more information on Japanese S&T developments. Even now the demand for
translation of the tremendous volume of available open source Japanese
S$T material is outstripping FBIS' ability to find competent translators
to process the information. This initiative also addresses
recommendations for improved availability of open source ST,T information
made in the STIC Report on Processing of Overtly Collected Scientific and
Technical Intelligence Information.
Proposal:
This initiative will procure a Japanese-to-English machine
translation system. The computerized screening and translation of
selected open source Japanese S$T material will enable FBIS to handle a
greater volume of information in a timely manner. One U.S.-produced
system currently is operational in private industry and another is being
developed with Agency funds channeled through FBIS to FTD. This project
is fully coordinated with the IC Staff. A number of MT systems are under
development in Japan. This initiative will require 0 positions and
the funds for hardware, software, dictionaries, and system maintenance.
FBIS has discussed the subject of this initiative with FTD, NSA, and
Intelligence Community members of the STIC Committee. FBIS will continue
to coordinate with FTD, NSA, and other interested U.S. Government
components to learn from their experience in machine translation. At
least one Japanese MT system currently being developed requires a main
frame computer. Should this be the system which is eventually procured,
FBIS would need access to an OIT computer. Estimated floor space for the
rest of the hardware is approximately 100 square feet, with additional
space required fo positions.

Full and effective exploitation of the automated FBIS storage and
retrieval system targeted for IOC in FY 1988 requires definition of the
assumptions and procedures of the methodology of media analysis,
developed in FBIS Analysis Group over a period of more than 30 years but
lacking comprehensive and coherent documentation. Definition of the
methodology will be an essential prerequisite for the design of programs
that will take advantage of the new computer-based tools. With
electronic files and a data base management system, possibilities will
open up for new applications to enhance FBIS media analysis support for a
wide range of intelligence and policy offices whose needs are not now
fully met. Strategies are needed, for example, to better and more
quickly exploit media sources for warning indicators and new formats
should be explored and developed as alternate means of delivering
analysis. This includes a pilot project, designed to meet a need
identified in a 1985 report of the Critical Intelligence Problems
Committee, to determine ways to digest and distill the vast proliferation
of media materials that are overwhelming Community analysts' ability to
exploit these sources. In addition, as television grows in importance
worldwide as a communications medium and becomes more accessible via the
FBIS ROSET and INTERNET systems, methodologies will be needed to exploit
the politically relevant content of the video.
Proposal:
This initiative will establish an Analytic Methodology Staff in the
FBIS Analysis Group to study and define media analysis methodologies,
design and test applications using the automated storage and retrieval
system to be introduced in the FBIS Modernization Program, contribute to
planning for the next phase of design and procurement of the system,
develop and test alternate formats for delivering information and
analysis to FBIS consumers, identify R&D requirements, and coordinate
with ORD evant developmental efforts. This initiative will provide
funds for analytic positions on the staff. Consultative, research,
and progr support will be provided on contract. An operating span
of 5 years is envisaged with completion of the effort in FY 1992.
Coordination:
ORD believes this effort will complement its ongoing development of
text-processing and retrieval tools. It believes the effort will be well
timed to capitalize on the findings and recommendations of the forthcoming
study of Community analytical methods sponsored by the Intelligence
Research and Development Council and chaired by ORD.
