SUBJECT: Impact of FY-86 Budget Cut
REFERENCE: Your Telephone Request of 2 Jan 86, Same Subject
1. Per your request, the following is a list of FBIS' major
programs and activities that would have to be cut or delayed if FBIS were
required to reduce its FY86 budget by $12 million. A budget cut of this
magnitude would have a severe and far-reaching effect on the overall FBIS
mission; it would represent 14.6% of the total FBIS budget and 25.5% of
nonpersonal services.
2. In such a scenario FBIS would be forced to delay the start of
the London Internet until 1 October 1986 and to change out-year Internet
plans. This would reduce the FY-86 budget by $2.6 million. We would
also be forced to delay automation facilities planning and construction
until FY87 and to adjust FY87 Automation plans accordingly. This would
result in an additional reduction of $1.1 million.
3. FBIS would also be required to make the following cuts from the
FY86 budget:

4. We believe it impractical to close any FBIS overseas field
bureaus since FY-86 termination costs exceed the operating budget of any
bureau. Factors affecting these costs include severance pay for large
foreign national staffs and legse termination costs.
