This memorandum is to advise you_of-our interest in establishing a new Foreign Broadcast Information Service (FBIS) bureau in Western Europe preferably on an existing US Army or US Air Force facility in a NATO country and t t your 25X1 assistance for a preliminary site survey. 2. FBIS is an overt organization of the Central Intelligence Agency with the mission of collecting, processing and disseminating intelligence gained from publicly available foreign press, radio and television communications abroad. It has bureaux located throughout the world as well as cooperation arrangements with certain allied nations who have access and coverage of countries not readily available in the United States. We currently rely on the British Broadcasting Corporation (BBC) for coverage of the European continent in addition to reporting by 25X1 peripheral bureaux of FBIS in London and Cyprus. 3. In order to improve our coverage in Europe, and especially to establish a satellite monitoring capability, we wish to locate a new bureau on the continent. For political reasons a NATO country is preferred, and for technical collection reasons West Germany is fay-rad n initial step, we wish to sere 25X1 resisting of Deputy Chief of FBIS, and 25X1 Chief, Engineering upport Group, FBIS, to Germany 25X1 conduct a site survey. Approval has been received from 25X1 the Ambassador for the visit, which is scheduled to 25X1 25X1 depending on the circumstances that are encountered. This recommendation is contained in paragraph S. 2. An important element of the ongoing FBIS Modernization Program is to (provide- connnunications satellite monitoring capability at selected HIS bureaus. Experience since the completion of a technical study in 1982 confirms the increasing use of satellites for radio, facsimile, television, and teletype transmissions. The 1982 study, based on the then typical C-hand communication satellite, concluded that effective monitoring in the European area could be accomplished from the bureaus in London and Cyprus. However, the recent and accelerating trend to K-band satellites and the commitment of a number of European countries to direct broadcast satellite-transmission systems have invalidated the 1982 conclusion. A technical study completed this year concludes that FBIS must establish satellite monitoring capability in West Europe. This would be done in lieu of the major satellite monitoring facility-- originally projected in the budget for Cyprus. 3. Beyond technical considerations there are important operational gains to be realized from a bureau in Europe. While the cooperative arrangement with the BBC is and will continue to be satisfactory for coverage of East Europe and the Soviet Union, the same is not true for West Europe. The BBC has little interest in West Europe and lacks adequate language capability for this region. An FBIS bureau in Europe can overcome this deficiency while providing a backup to the BBC, which is habitually underfunded and whose personnel are unionized and subject to strike.-calls. Such a bureau will ensure expanded press, radio, and TV coverage. Finally, a presence in Europe will allow access to databases and cable communications systems which are expected to become increasingly important.
