SUBJECT: FY 1988 Base Reduction Candidates
REFERENCE: Your Memo, dtd 14 Mar, Same Subject
A 10 percent reduction in the FBIS base amounts to $2.623 million.
Listed below are our revised 10 percent reduction candidates, lowest
priority first:
a. FBIS can identify $1 million from the Engineering Support Group
by deferring scheduled equipment replacement at field bureaus.
Although bureau equipment needs regular replacement, it can be
delayed in order to reduce FY 1988 expenditures.
b. Another $1 million can be identified by reducing JPRS
contractual translation services. These services, vital to the
production of intelligence from open source printed media, represent
one of the few sources of discretionary funds available from base.
c. Lacking any other areas of flexibility in the base, FBIS would
be forced to absorb the remainder of the $2.623 million through RIFs
of foreign national employees at overseas bureaus. This would
entail a $623K reduction in SOC 1152.
