FBIS will cover the "revised option #6" reductions to its FY 1987 budget as follows: Operations Group Engineering Support Group Production Group ROSET-INTERNET Total 2. Operations Group already faces serious shortfalls in FY 1987 funding for the delivery of foreign TV to DI analysts on a timely basis, establishment of a remote monitoring unit to improve coverage of the Philippines, urgent communications upgrades, consultant services to validate data to support foreign national wa _ escales in FBIS overseas bureaus, and vital operational travel. Acut means eliminating some or all of the above projects. This reduction also would have a negative impact on field bureau planning for necessary security enhance- ments as well as improvements in monitoring capability through new technological developments. It would reduce FBIS flexibility to meet crisis situations requiring expanded coverage through antenna upgrades, establishment of remote monitoring , and communications enhancements. The full impact of a cut in bureau funds is further exacerbated by the fall in the value of the dollar in relation to most major world currencies in the period b twe n the bureaus' original program plan submissions and FY 1987 3. reduction in the Engineering Base will severely impact a number of already deferred support efforts, particularly the replacement program for old and obsolete equipment. Aging equipment and day-to-day maintenance requirements continue to consume the available Base resources usually at the expense of new items. Cutting the Engineer- ing Base impacts across the board and clearly affects our ability to continue to support the timely and reliable delivery of field collected information to Headquarters. A loss ofl lin Production Group's contractual translation services in FY 1987 will seriously affect the production of intelligence from open source printed media at a time of increasing Community emphasis on such material. A reduction of this severity (some 35 million words) means curtailment of coverage that will include report- ing on Soviet engineering, physics, and biomedical technology and on such current high interest topics as terrorism, arms control, technology transfer, and drug trafficking. This cut, following similarly severe cuts in FY 1986, presents the Agency with danger of losing its unique "stable" of FBIS contract translators. 5. The loss of in the ROSET-INTERNET segment of the Modernization Program Will deter West European Bureau equipment acquisi- tion pending determination of actual site construction costs. The cut undoubtedly will result in split year (87-88) funding for the ROSET equipment and impact the activation schedule for INTERNET at the new bureau.
