SUBJECT Proposal to Establish a Clandestine Services
Operations Suggestions Program
This memorandum contains a recommendation submitted for DWI'
approval. Such recommendation is contained in paragraph 4. ,
1. The attached proposal is offered as a means to stimulate
new operational ideas within the Clandestine Services. It is
designed:
a. to encourage DDP personnel to apply their experience
and imagination to challenges beyond their regular
assignments;
b. to provide a lateral channel for the flow of ideas
from the originator to the appropriate action element;
and
c. to provide a link to the overall Agency Suggestions
Awards Program for the purpose of giving appropriate
recognition or reward for outstanding contributions.
2. Consideration has been given to the possibility of recommending
modification of the overall Agency program to focus on stimulating
new ideas within the Clandestine Services. This idea was abandoned in
favor of an internally administered DD/P program largely on the premise
that the consciousness of compartmentation which exists within the
Clandestine Services would continue to restrict the use of such a
channel which is outside the Clandestine Services. Also, it is believed
that other problems peculiar to the Clandestine Services, pertaining
to the promotional programs and other matters, could be handled more
effectively if done internally.
3. This proposal has been discussed with the Chairman and Executive
Secretary of the Agency Awards Committee who endorsed it highly. It
is envisaged that their existing mechanisms including the DD/P panel
for recommending awards will be utilized appropriately.

4. It is recommended that the DD/P approve the establishment
of a Clandestine Services Operational Suggestions Program, as set
forth in the attached proposal. Subsequent to this approval, enabling
documents per Annex A and B samples will be forwarded for DD/P
signature.
