SUBJECT: Planning Session for NFIC Off-Site Conference
Chief of the IC Staff's Planning and Policy Office, held a
planning session with Community representatives on 27 April 1987 on the
upcoming NFIC Off-Site Conference. The undersigned represented CIA.
began the meeting by saying that there is more than a 50:50
chance that the Conference will not take place as planned on 10 May because
of the delay in Judge Webster's confirmation. In addition, the Chairman of
the SSCI has indicated he will not be able to attend on the 10th.
If and when the conference does take place, it will be less formal and
more free-form than in past years, with only principals present; there will
be few guest speakers or IC staffers around. Moreover, the presentations
will be for information only, not decision-making. The tentative agenda is
as follows:
I. Congressional Relations (with the Committee Chairmen and Vice
Chairmen on the first evening)
II. Budget Problems--the FY-89 crunch and out-year problems (with
leading off)
III. Continuing Problems--four or five topics from the following list:
- Survivability
- Terrorism
- Relocatable Targets
- SDI Support
- Narcotics
- Broad Support to Military Operations (not LIC)
- Community R&D (not further defined)
These topics would be introduced by the relevant program manager
(not clear in every case) and discussed by all concerned.
